RESIDENCY PROGRAMS

Luxembourg Residency Program

Lüksemburg Oturum Programı

Luxembourg: One of Europe’s Most Prestigious Residency-by-Investment Destinations

Luxembourg is among the most prestigious countries in Europe for residency by investment. The program stands out with its relatively low investment threshold and does not require real estate purchase for eligibility. The country's flexible and investor-friendly corporate laws allow for quick and efficient company formation. Furthermore, the absence of a wealth tax and favorable tax regime on inheritance and capital gains provide significant financial advantages for investors. With full access to the Schengen Area, a strong healthcare and education system, a high standard of living, and a safe environment, Luxembourg is an exceptional choice. While the program grants residency rights to investors and their families, there is no obligation for permanent residence. After five years, applicants become eligible to apply for citizenship, thus gaining access to an EU passport. Citizenship requires a clean criminal record and language proficiency in either French, German, or Luxembourgish.

INVESTMENT OPTIONS

Residency by Investment
Applicants may choose from one of the following four investment routes:

  1. Investment in an Existing Business:

    • Minimum investment of €500,000 in an existing Luxembourg company engaged in commercial, industrial, or artisanal activity.

    • The company must maintain its current workforce for five years.

  2. Starting a New Business:

    • Minimum investment of €500,000 in a newly established Luxembourg company.

    • At least five new jobs must be created within three years.

  3. Investment in a Structured Entity:

    • Minimum investment of €3 million in an existing or new investment or management structure headquartered and active in Luxembourg.

  4. Bank Deposit:

    • Deposit of at least €20 million into a Luxembourg financial institution, to be held for a minimum of five years.

Residency for Private Reasons

This alternative route requires the following conditions:

  • Financial Means:
Proof of a stable annual income of at least €27,000. Bank savings alone may not suffice—consistent cash flow must be demonstrated.

  • Accommodation:
Applicants must own or rent permanent accommodation in Luxembourg. Third-party liability and property insurance are also required for the residence.

Note:

  • Residence permits granted via investment are initially valid for 3 years, while permits based on private reasons are valid for 1 year.

  • Both can be renewed easily, provided the applicant spends at least 6 months per year in Luxembourg.
