Investment Options – Malta Citizenship Program (MEIN)

The Malta Exceptional Investor Naturalisation (MEIN) program provides a direct route to citizenship. It is considered one of the most prestigious pathways to an EU passport. Citizenship may be granted after 36 months of residency—or exceptionally, after 12 months—for eligible applicants who already hold a valid Maltese residence card.

Investment Requirements under MEIN:

  • Government Contribution:

    • €600,000 for a standard application with 36 months of residency, or

    • €750,000 for an expedited application with 12 months of residency

  • Real Estate Requirement:

    • Purchase: Buy a residential property in Malta worth at least €700,000, which must be held for a minimum of 5 years and cannot be rented out, or

    • Rental: Lease a property with an annual rent of at least €16,000 for 5 years

  • Philanthropic Donation:

    • A donation of at least €10,000 must be made to a registered non-governmental organization (NGO) in Malta, operating in one of the following sectors: culture, sports, science, philanthropy, animal welfare, or the arts. The NGO must be approved by the Community Malta Agency.
